Things to know before you arrive
Visit Housing Office First
The housing referral letter from the Ramstein Housing Office is required before Finance will process any TLA claim. Do this on day one — before you sign a lease.
Keep Every Receipt
TLA lodging reimbursement requires original receipts for every night claimed. Digital photos are usually accepted but ask your Finance office to confirm before you start.
Check Per Diem Rates
Rates change periodically. Always verify the current KMC lodging ceiling on DTMO within 30 days of your report date — don't rely on what the previous tenant told you.
Understand TLA vs OHA
TLA covers temporary lodging during your transition. Once you sign a permanent lease, OHA (Overseas Housing Allowance) takes over. You cannot receive both simultaneously.

Official source for OCONUS per diem rates, JTR updates, and TLA/TLE policy. Verify current KMC lodging and M&IE rates here before submitting claims.
Joint Travel Regulations (JTR)
The authoritative DoD travel policy document. Volume 2 covers uniformed service member entitlements including TLA (Chapter 9). Always cite the JTR when disputing a Finance decision.
Per Diem Rates — OCONUS
Current lodging and M&IE rates for all OCONUS locations. Germany/KMC rates are listed under Europe. Rates update periodically — check within 30 days of your report date.

Ramstein AB Housing Office
Your first stop on arrival. Issues housing referral letters required for TLA reimbursement, manages government quarters waitlist, and verifies property eligibility. Visit in person with your PCS orders.
KMC Unaccompanied Housing (UH)
Unaccompanied personnel and junior enlisted housing information for the KMC area. Includes dorm availability, check-in procedures, and on-base lodging options.
Army Community Service (ACS) — Baumholder
Relocation assistance, financial counseling, and housing support for service members assigned to Baumholder. ACS can help connect you with local TLA properties.

Key Forms & Documents
DD Form 1351-2 — Travel Voucher
The primary form for claiming TLA reimbursement. Submit to your unit Finance office with original lodging receipts and housing referral letter. Available on the DoD Forms server.
TQSA/TLA Worksheet (AF Form 1351)
Air Force-specific worksheet for calculating and documenting TQSA/TLA entitlements. Used by 86 FSS Finance to verify your claim. Bring a completed draft to your Finance appointment.
DD Form 1299 — Application for Shipment
Initiates your household goods (HHG) shipment at origin. Must be filed before your move. Relevant to TLA because your TLA end-date often ties to HHG delivery.

Finance & Pay
myPay — DFAS
Manage your LES, allotments, TSP contributions, and direct deposit. TLA payments appear as a separate line on your LES after Finance processes your voucher.

Current base pay tables by grade and years of service. Useful when cross-checking BAH/OHA entitlements alongside your TLA during the PCS transition period.
OHA Calculator — DoD
Overseas Housing Allowance calculator for when you transition from TLA to permanent housing. OHA covers rent for your off-base permanent residence after TLA ends.
